Former DG ISI Lt Gen (retd) Faiz Hameed has been sentenced to 14 years after a 15-month field general court martial on charges including political activities, misuse of authority, and violations of the Official Secrets Act, ISPR confirms.

Former Director General of the Inter-Services Intelligence (ISI) Lt Gen (retd) Faiz Hameed has been sentenced to 14 years of rigorous imprisonment after a 15-month-long Field General Court Martial (FGCM), the Inter-Services Public Relations (ISPR) announced on Thursday.

According to the military’s media wing, the court martial proceedings were initiated in August 2024 under the Pakistan Army Act, following an internal inquiry ordered by the Supreme Court into allegations linked to the Top City project scam.

Found Guilty on Four Charges

The ISPR said the trial reviewed extensive evidence and testimonies related to four major charges:

  • Engaging in political activities

  • Violation of the Official Secrets Act

  • Actions detrimental to state safety and national interest

  • Misuse of authority and government resources, causing wrongful loss to individuals

“After lengthy and laborious legal proceedings, the accused has been found guilty on all charges and sentenced to 14 years rigorous imprisonment,” the statement read. The verdict was officially promulgated on 11 December 2025.

Transparency and Legal Rights Ensured: ISPR

The military said all legal protocols were strictly followed. The former three-star general was given full legal rights, including the choice of his defence counsel.
He also retains the right to appeal before the relevant judicial forums.

Separate Probe Into Political Activities

Authorities also confirmed that Faiz Hameed’s alleged involvement in political agitation and collusion with political groups is part of a separate investigation, which will proceed independently of the court martial outcome.

Background: Detention Linked to Top City Case

Faiz Hameed was detained in 2024 after a Supreme Court-mandated internal probe into the Top City private housing project, located near Islamabad.
On August 13, 2024, he was taken into military custody on accusations of land grabbing and seizing valuables from the owner of the housing society.

The former Peshawar Corps Commander took premature retirement in December 2022. He had earlier been among the six senior generals shortlisted by GHQ for the position of Chief of Army Staff that same year.
