
Following an increase in violent incidents by mobs over blasphemy allegations and the endangerment of innocent lives in Pakistan, the government has begun serious deliberations on an important policy. Under this proposed policy, before accusing any individual of blasphemy, an impartial, transparent, and formal investigative process will be mandatory.
According to sources, the formation of a high-level investigative committee or panel is being considered, which will conduct a detailed examination of the evidence related to any allegation. No FIR (First Information Report) will be registered, nor will any arrest be made without preliminary investigation.
Sources say the purpose of this policy is to protect the sanctity of religion while preventing incidents where mobs deliver extrajudicial justice.
“Pakistan is the protector of both religion and its citizens. Where state investigations begin, mob justice ends.”
According to sources, this proposal has received broad support from legal experts, religious scholars, and representatives of civil society. They believe this will prevent elements from using such accusations to settle personal scores.
“Pre-arrest investigation not only safeguards the sanctity of religion but also prevents its misuse.”
Legal experts say that such an investigative condition is fully consistent with both the Constitution of Pakistan and Islamic teachings.
They add that if this policy is approved, it will not only save innocent lives but also strengthen religious harmony, minority protection, and the supremacy of the law.

Analysts say the state is now moving toward strong measures that separate justice from emotions and base it on investigation.
