The Government of Balochistan and the World Bank’s International Development Association (IDA) have signed a USD 100 million financing agreement under the project titled “Getting Results: Access and Delivery of Quality Education Services in Balochistan.” The initiative aims to enhance access to quality education and improve learning outcomes across the province.

The project focuses on expanding community schools, establishing public-private partnerships (PPP) for education delivery, providing scholarships, and offering school transportation subsidies. These measures are designed to ensure that children in underserved areas, particularly girls, can attend school safely and consistently.

The agreement was signed by Bolormaa Amgaabazar, the World Bank’s Country Director for Pakistan, and Abdul Manan, Assistant Chief (Foreign Aid), Government of Balochistan. The initiative is expected to strengthen school systems, improve service delivery, and promote inclusive access to education in remote and marginalized communities.

Implementation and Governance

The Planning and Development Department (P&DD) will act as the implementing agency, while the School Education Department (SED) will manage operations through a dedicated Project Management Unit (PMU).

A Project Steering Committee (PSC) will be established within 90 days of project approval to provide strategic guidance and facilitate inter-agency coordination. The PMU, to be set up within 60 days, will handle monitoring and evaluation, financial management, and social and environmental safeguards.

Key Components of the Project

  • Community School Grants: Funding local education providers and community institutions, tied to performance milestones.

  • PPP School Grants: Engaging private partners to expand access to quality education.

  • Scholarship Program: Supporting students from low-income families.

  • School Transportation Subsidy: Overcoming geographic barriers, especially for girls’ education.

A Project Operations Manual will be developed within three months, outlining implementation, procurement, and monitoring procedures.

Commitment to Social and Environmental Standards

The project emphasizes transparency, accountability, and community involvement. It will follow World Bank Environmental and Social Standards (ESS), maintain grievance redressal mechanisms, ensure compliance with environmental codes, and enforce strict workplace conduct standards.

Long-Term Goals

Designed for a 20-year implementation and operational period, the Government of Balochistan has pledged to maintain institutional and financial sustainability for the project’s long-term success.

Officials said the initiative aligns with Balochistan’s education priorities, including reducing out-of-school children, improving school infrastructure, and enhancing teacher quality. “This project is a major step toward transforming education delivery in Balochistan,” said a senior official from P&DD.

The World Bank reaffirmed its commitment to support Pakistan’s efforts to improve education access and quality, particularly in disadvantaged regions like Balochistan. The project is expected to significantly contribute to Sustainable Development Goal 4 (Quality Education).

Provincial Initiatives to Support Students

The Chief Minister also announced a Scooty Scheme to provide subsidized scooters to students, including both boys and girls, to support regular school attendance. Education Minister Rahila Hameed Khan Durrani highlighted the province’s urgent need to address 3 million out-of-school children and reaffirmed the government’s commitment to promote girls’ education.
