The Balochistan government on wednesday presented a Rs1.089 trillion budget for the fiscal year 2026-27 in the provincial assembly, with significant allocations for development projects, health, education, agriculture, infrastructure, and job creation.
Presenting the budget, Provincial Finance Minister Mir Shoaib Nosherwani said the government had utilized 115 percent of the development budget allocated during the previous fiscal year. He added that a total of 2,966 ongoing and new development schemes would be completed by the end of the current financial year.
Revenue and Expenditure
According to the finance minister, total expenditures for the upcoming fiscal year have been estimated at Rs1.089 trillion, while total provincial revenue during the current fiscal year stood at Rs886 billion.
The non-development budget has been set at Rs797 billion, while the overall provincial development budget amounts to Rs206 billion.
Rs106 Billion for New Projects
Nosherwani announced that Rs106 billion has been allocated for new development schemes, while Rs100 billion has been earmarked for ongoing projects.
Additionally, Rs45 billion has been allocated under federal development grants, while Rs40 billion has been reserved for projects financed through foreign assistance.
He said the province’s budget remains in surplus and efforts are underway to increase provincial revenues to Rs170 billion. The minister also highlighted the ongoing construction of dams in various districts with federal government support.
Public-Private Partnership Initiatives
The finance minister informed the assembly that the Government of Balochistan has established Bolan Insurance Company Limited under a public-private partnership model for the first time in the province.
The company will provide insurance coverage for government assets, accidents, natural disasters, healthcare, and other public sector projects.
Agriculture and Energy
To support the agricultural sector and reduce energy costs, the government has allocated Rs3.8 billion for the solarization of agricultural tube wells.
Bank of Balochistan and Aviation Company
The budget includes Rs10 billion for the establishment of the Bank of Balochistan and Rs3 billion for the creation of the Balochistan Aviation Company.
Another Rs3 billion has been allocated for the preparation and implementation of master plans for divisional headquarters across the province.
Mining, Culture and Tourism
To promote mineral resource development and attract investment, the government has allocated Rs490 million.
An additional Rs85 million has been earmarked for the promotion of culture and preservation of archaeological heritage.
5,000 New Government Jobs
The provincial government announced the creation of 5,000 new jobs for youth during FY2026-27.
The positions include:
- 3,000 jobs in the School Education Department
- 500 jobs in the Health Department
- 1,000 jobs for newly created districts
- 500 positions across various provincial departments
Health Sector Allocations
The finance minister said Rs6 billion has been allocated for development projects in the health sector, while Rs90 billion has been earmarked under the non-development budget for healthcare services and operations.
Education Funding Increased
For the School Education Department, the government has allocated:
- Rs12 billion for development projects
- Rs115 billion for non-development expenditures
For the Colleges Department:
- Rs2.3 billion for development projects
- Rs28.7 billion for non-development expenditures
Agriculture and Food Department Allocations
The Agriculture Department will receive:
- Rs4.4 billion for development projects
- Rs19.2 billion for non-development expenditures
The Food Department has been allocated:
- Rs9 million for development projects
- Rs5.08 billion for non-development expenditures
Local Government and Infrastructure
The Local Government Department has been allocated Rs8.5 billion for development projects and Rs41.4 billion for non-development expenditures.
For the Communications and Works Department, Rs27 billion has been allocated for development schemes, while Rs20 billion has been set aside for non-development expenses.
Revenue, Law and Order, and Transport
The budget allocates Rs2.8 billion under the non-development budget for maintaining law and order.
The Board of Revenue will receive:
- Rs2.8 billion for development projects
- Rs8.2 billion for non-development expenditures
Meanwhile, the Transport Department has been allocated:
- Rs1.5 billion for development projects
- Rs1.29 billion for non-development expenditures
The FY2026-27 budget reflects the provincial government’s focus on infrastructure development, public service delivery, economic growth, agriculture modernization, youth employment, and strengthening key sectors including health and education.
